SENIOR GUYS AND GALS IN THE LONG TIMERS AT THE SHELTER AND THEY
GET OVERLOOKED DUE TO THEIR OUTWARD APPEARANCE OR THEIR AGE.
THEY ARE STILL PERFECTLY HEALTHY AND CAPABLE OF BEING
ADOPTED INTO A LOVING HOME. MANY ARE OFFERED AT A REDUCED RATE OR WAIVING THE ADOPTION
FEE. ASPEN IS AVAILABLE AND READY TO GO AND WE THINK SHE
SHOULD BE LIVING HER GOLDEN YEARS IN SOMEONE’S LAP AND NOT
THE SHELTER ENVIRONMENT. SO THIS IS ASPEN.

IS MORE LIKELY TO FEEL SAFE AND SECURE, BETTER EQUIPPED WITH THE
COURAGE TO BE THERE VERY BEST IN LIFE. WHEREAS THE DEPARTMENT OF ECONOMIC SECURITY, DIVISION OF
CHILD SUPPORT SERVICES IS COMMITTED TO SERVING ARIZONANS
WITH EXCELLENCE, RESPECT, INTEGRITY AND KINDNESS. WHEREAS
CHILD SUPPORT SERVICES DIVISION IS A STRONG ADVOCATE FOR SHARED
PARENTING RESPONSIBILITIES, REALIZING THE BENEFIT OF BOTH
PARENTS REGARDLESS OF MARITAL STATUS, BEING ENGAGED WITH THEIR
CHILD AT EVERY STAGE OF GROWTH, WHEREAS, STRENGTHENING

COUNTY. AT THE LAST COUNT IN JANUARY SHOWED 6600 INDIVIDUALS
HOMELESS AND MANY BELIEVED DISCOUNT IS UNDERSTATED. 2600
WERE UN-SHELTERED HOMELESS, OUT IN THE STREETS. HOMELESSNESS IS
A REGIONAL ISSUE AND NOT CONFINED AT A BOUNDARY OF ANYONE
CITY OR COMMUNITY. AT THE POINT IN TIME WE SHOW INCREASING
SUBURBAN HOMELESSNESS AS WELL, PARTICULARLY IN MESA,
TEMPE, WEST VALLEY AND GLENDALE. NO SINGLE ENTITY IS RESPONSIBLE
FOR OR HAS RESOURCES TO ADDRESS ALL OF
THE ISSUES AND IT TAKES A COORDINATED EFFORT. TO REALIZE
THE VISION WHERE HOMELESSNESS IS RARE AND IF IT DOES OCCUR,
NONRECURRING, IT TAKES AN ARRAY OF STRATEGIES FROM PREVENTION,
DIVERSION, SHELTER AND HOUSING. IT IS A COMPLICATED ISSUE. IN
TERMS OF THE RESOLUTION, THE EAST VALLEY
CITY MANAGERS HAVE BEEN MEETING SINCE LATE 2017. THE COUNTY IS
ACTIVELY PARTICIPATING WITH THE GROUP AND STILL DOES. WE HAVE
BEEN LOOKING AT UNDERSTANDING THE PROBLEM WITH MANY DIMENSIONS. PUBLIC
SAFETY DIMENSION, HUMANITARIAN, HOUSING ISSUE TIED IN WITH THAT.
WE HAVE BEEN LOOKING AT BEST PRACTICES WITHIN THE GROUP. THE
RESOLUTION IS IMPORTANT AND IT CODIFIES, AND MAKES FORMAL THE
DESIRE OF ELECTED OFFICIALS TO HAVE US TO CONTINUE TO WORK
TOGETHER ON SOLUTIONS. IT PROVIDES FOR PUBLIC INPUT. WE ARE ALSO
ACTIVELY PARTICIPATING IN THE WEST VALLEY IN TERMS OF WORKING
WITH THOSE CITIES AND TOWNS. CLEARLY WITH THE PARTNERSHIP IS
THE BEST WAY TO USE OUR LIMITED RESOURCES TO ADDRESS THIS
COMPLEX ISSUE. HERE IN MARICOPA COUNTY WE WILL SPEND THIS YEAR
OVER $2.1 MILLION ON AN ARRAY OF STRATEGIES. WE EXPECT TO ASSIST 2200 PEOPLE THIS
COMING YEAR WITH FUNDING FROM THE COUNTY AND WITH THE FEDERAL
FUNDS THAT WE USE. IN ADDITION TO
CONTINUING TO PROVIDE THE SUPPORT WE HAVE IN COMMUNITIES
THROUGHOUT THE COUNTY, THIS YEAR WE HAVE SOME NEW COMPONENTS. WE
HAVE PROVIDED $100,000 FOR NEW DIVERSION PROGRAM AVAILABLE COUNTYWIDE TO ASSIST
PEOPLE OFTEN CONNECTING THEM WITH FAMILIES OR FRIENDS, AND
GIVING THEM ONE-TIME ASSISTANCE SO THAT WE CAN END THEIR
HOMELESSNESS WITHOUT GOING INTO SHELTERS AND LONG-TERM ISSUES.
WE ALSO MAKE A SPECIAL EFFORT TO CONNECT TO WORK FORCE PROGRAMS
TO GET THESE PEOPLE IN HOUSING AND TO GET THEM CONNECTED TO
JOBS SO THAT THEY CAN BE COME SELF-SUPPORTING. OUR EMPHASIS OF
THE LAST THREE YEARS HAS BEEN TO ADDRESS THE GROWTH OF
HOMELESSNESS OUTSIDE OF DOWNTOWN PHOENIX IN THE WHOLE COUNTY. I
LOOK FORWARD TO WORKING UNDER THE DIRECTION OF JOY WITH EAST
VALLEY CITIES AS WE PURSUE THIS VERY COMPLICATED ISSUE. IF I
MAY, CHAIRMAN, I WOULD LIKE TO ALLOW RACHEL MELNICK,
ASSISTANT DIRECTOR FOR HOUSING AND COMMUNITY DEVELOPMENT AND
SCOTT HALL, OUR HOMELESS SHELTER MANAGERS THAT DO EXCELLENT WORK

HOMELESSNESS ISSUE WHICH IS GROWING. NOT ONLY IN THE EAST
VALLEY BUT WEST VALLEY DC. IS IT JUST THE
EAST VALLEY GETTING TOGETHER A LITTLE BIT ABOVE THE CURVE ON
THE DISCUSSION SO THAT WE ARE ABLE TO DO SOMETHING LIKE THIS
FOR THE EAST VALLEY. IS THE WEST VALLEY GOING TO TRY TO PUT
SOMETHING LIKE THIS AS WELL TOGETHER?

WHAT THE STATE ALSO WAS BRINGING VISION AND FUNDS TOWARDS THIS.

PROVIDING FUNDING AND CERTAINLY IN ALL OUR ACTIVITIES AROUND CLOSING DOWN
THE TEMPORARY OVERFLOW SHELTER AND PUTTING MONEY IN PERMANENT
HOUSING. THE STATE WAS ABSOLUTELY THERE. I AM
ENCOURAGED THAT THE LEGISLATURE PUT MORE MONEY IN THE HOUSING
TRUST FUND WITH TARGETING PEOPLE WITH SERIOUS MENTAL ILLNESS IN
OTHERS. THEY WILL BE COMING OUT WITH THE REQUEST FOR PROPOSAL
AND THE AMOUNT OF MONEY HAS INCREASED AND WILL MOVE FORWARD.
PHOENIX HAS BEEN INVOLVED IN ATTENDING THE EAST VALLEY CITY MANAGER MEETINGS. THEY HAVE BEEN
ACTIVE BUT CERTAINLY I THINK A LOT OF THE STAFF WORK GETTING
DONE HAS BEEN PRIMARILY FROM THE TEMPE, MESA AND CHANDLER, TAKING

WORK THAT BRUCE AND YOUR TEAM HAS DONE, I THINK HAS BROUGHT US
SO FAR ALONG TO ENDING HOMELESSNESS. IT IS
SOMETHING SO DIFFICULT TO WRAP YOUR ARMS AROUND DUE TO THE
MULTIFACETED NATURE OF IT. OUR HUMAN SERVICES CAMPUS HAS
PROBABLY DONE A 360 A FEW DIFFERENT TIMES. WE WERE JUST A
HOMELESS SHELTER AND THEN WE CAME TO OFFER SIGNIFICANT
MEDICAL SERVICES THAT THE AND EVEN GOT MORE DEEP AS TO THE
TYPES OF MEDICAL SERVICES WE WERE PROVIDING PEOPLE. RIGHT NOW
WE ARE WORKING WITH BRUCE TO TRY TO INCREASE THE BED COUNT. WE
HAVE THE CAPACITY TO HAVE PEOPLE SLEEPING IN BEDS ON THE HUMAN
SERVICES CAMPUSES BUT WE STILL HAVE SOME FOLKS SLEEPING ON THE
FLOOR AND AS YOU KNOW, PAUL HAS BEEN GREAT
WITH US BUT WE ARE WORKING WITH PHOENIX TO SEE IF THEY CAN GIVE
US THE CAPACITY TO ALLOW THE BEDS TO BE SLEPT IN. HOW CAN
SOMEONE HOME ASLEEP ON THE FLOOR AND GET UP THE NEXT MORNING WITH
PRIDE AND SAY I’M GOING TO GO FIND A JOB. I THINK WE HAVE TWO
DIFFERENT TYPES OF HOMELESSNESS RIGHT NOW WE CAN MAKE A
DIFFERENCE ON. NUMBER ONE IS THE FOLKS UNFORTUNATELY WALKING IN
THE RAIN DROPS AND A HOMELESS AND WE CAN PUT THEM BACK TO WORK
TO BE SUCCESSFUL IN OUR SOCIETY. WE HAVE ANOTHER
GROUP OF FOLKS THAT SADLY HAVE MENTAL HEALTH ISSUES. I THINK WE
ARE DOING FAR BETTER IN THE LAST 24 MONTHS TO TREAT THE PEOPLE TO
TRY TO HELP THEM THE BEST WAY WE CAN. THE EAST VALLEY STEPPED UP
BECAUSE THEY HAD TO AND THEY SHOULD. I THINK THE WESTSIDE IS
PROBABLY THE SAME WAY, HOWEVER, PHOENIX, AND I WILL DEFEND TO
PHOENIX IN A WAY THAT THEY KEEP SAYING THAT JUST BECAUSE IT IS
US, WE ARE THE CENTRAL PART OF THE MARICOPA COUNTY, YOU CANNOT
KEEP PUSHING PEOPLE TO OUR CITY. THEY ARE ABSOLUTELY RIGHT. THE CONVERSE
OF THAT IS THAT YOU CANNOT BE THE FASTEST GROWING CITY IN THE
NATION AND SAY THAT HOMELESSNESS IS NOT A PROBLEM. I AM HOPEFUL
THE RESOLUTION WILL NOT NECESSARILY BEGIN THE DIALOGUE
BUT CONTINUE THE DIALOGUE FROM THE MICROPHONE TO THE BULLHORN
AND SAY WE HAVE TO WORK TOGETHER WITH THE EAST VALLEY, WEST
VALLEY AND PHOENIX IF WE TRULY WANT TO MAKE A DENT IN THIS. THE OUTRAGEOUS GROWTH EXPENSIVE
MARICOPA COUNTY, SOME PEOPLE ARE GOING TO BECOME HOMELESS. I THINK IT’S
WONDERFUL AND MOVING THE NEEDLE TO WHERE IT NEEDS TO GO BUT I
THINK WE ALL NEED TO REACH OUT TO PHOENIX RIGHT NOW. I HAD A
CONVERSATION WITH THE MAYOR AND STAFF AND THEY SAID THAT IT IS ALL AN
ISSUE FOR ALL OF US AND I GET THAT AND IT SPEAKS TO THAT. ON
THE WESTSIDE CITY, ONE I HEARD IS THAT THEY HAD AN ORDINANCE OF
SOME KIND JUST TO SEND THEM TO PHOENIX BUT THAT’S NOT THE WAY
TO HELP. I MAY INTERPRET THAT INACCURATE BUT WE HAVE TO HAVE
MORE OF A COLLABORATION IF WE ARE TRULY GOING TO MAKE
SOMETHING POSITIVE HAPPEN. SORRY TO BE SO LONG BUT IT IS AN

AGAIN, IT’S NOT JUST MARICOPA COUNTY, IT IS PIMA COUNTY, YUMA
COUNTY AND IT IS NATIONALLY. YOU SEE FAMILIES THAT ARE LIVING OUT
OF THEIR CARS AND THE STATE CAN TAKE A STRONGER ROLE. I WOULD BE
THE FIRST ONE TO SAY SHAME ON ME. THE 12 YEARS OR SO I WAS
IN THE LEGISLATURE, I LOOKED BACK AND SAY WHAT DID WE DO
AROUND HOMELESSNESS. HERE IS MY PUBLIC SHAMING. I CAN’T REMEMBER
REALLY ANYTHING. WE DID THE LOTTERY THING AND ADDED A BUCKET
BACK IN 2007 TO HELP THE LOTTERY. IN
TERMS OF LEGISLATURE I THINK THEY CAN DO MUCH MORE IN REALLY
BRINGING PEOPLE TOGETHER TO START LOOKING AT A REGIONAL
APPROACH. HOW CAN THE STATE REALLY TAKE A LEADERSHIP ROLE
AND I ENCOURAGE THE STATE OF ARIZONA TO DO SO. I ENCOURAGE MY
COLLEAGUES THERE AT THE LEGISLATURE AS WELL, THAT THEY
STEP UP AND REALLY DO MORE IN TERMS. THERE IS A LOT GOING ON
AND I GET IT, BUT THIS IS SO CRITICAL. A QUICK NOTE AND THIS
JUST HAPPENED TO BACK WEEKS AGO. WE JUST COMPLETED THE WATER DAYS
AT THE PARK. EVERY EVENT WE DO THERE IS ONE OR TWO FAMILIES
THAT ARE HOMELESS THAT SHOW UP. THEY ARE THERE TRYING TO GET
SERVICES, THE HOLLADAY PARK THERE WAS A NINE-YEAR-OLD BOY,
DAVID OR EIGHT OR NINE YEARS OLD. HE COMES TO THE TABLE
TALKING WITH ONE OF THE SCHOOL DISTRICT REPRESENTATIVES. HE WAS
GETTING LITTLE GADGETS OUT TO THE KIDS
AND HE ASKED THE YOUNG ONES WHERE YOU LIVE IN HIS RESPONSE
WAS I LIVE IN A CAR. SHE WAS TRYING TO ASK WHICH SCHOOL DO
YOU LIVE NEARBY IN HIS RESPONSE WAS I LIVE IN A CAR. THIS IS
ACROSS MARICOPA COUNTY. YES, THIS IS GRAVE. I THINK WE NEED TO
CONTINUE TO SUPPORT THESE KINDS OF METHODS OF COLLABORATING AND
HAVING THESE TYPES OF DISCUSSION BUT WE HAVE CITIES IN MY
SUPERVISORY DISTRICT AS WELL. CITY SAY IT IS NOT MY
ISSUE AND THEY DON’T WANT TO GET INVOLVED TO BE ABLE TO BE PART
OF THE SOLUTION AND THE DISCUSSION. I GET THAT TIMES ARE
TOUGH AND EVERYONE IS TRYING TO TIGHTEN THEIR BELTS IN TERMS OF
FINANCES AT THE MUNICIPALITIES. THEY NEED TO STEP UP AND BE PART
OF THE SOLUTION AND TAKE A LOOK AT WHAT THEY CAN DO IN THEIR
CITIES AND THE STATE NEEDS TO STEP UP AS WELL AND TAKE A
LEADERSHIP ROLE. MANY OF THE CITIES REFUSED TO PARTICIPATE IN
I HAVE A LIST. I BET WE COULD COMPARE AND THEY WOULD BE
SIMILAR OF THOSE CITIES NOT WILLING TO PARTICIPATE. BUT HOW
DO WE GET THEM TO THE TABLE, AND I THINK THE LEGISLATURE AND THE
GOVERNOR’S OFFICE CAN TAKE A LEADERSHIP ROLE IN MAKING SURE

STEPPING UP TO WORK ALONGSIDE MARICOPA COUNTY, THE CITY OF

THE NATIONAL COUNTIES CONVENTION IN LAS VEGAS AND
DURING THE CONVENTION I HAD OPPORTUNITY TO VISIT THE
REGIONAL TRANSPORTATION COMMISSION TO SEE FIRSTHAND HOW
ANOTHER FAST-GROWING COUNTIES USING INNOVATIVE TECHNOLOGY TO
HELP DEAL WITH MAJOR TRAFFIC ISSUES. I ALWAYS LEARN
SOMETHING NEW FROM THESE EXPERIENCES. IT MAY BE MORE
APPRECIATIVE OF ALL THE TECHNOLOGY THAT THE MARICOPA
COUNTY DEPARTMENT OF TRANSPORTATION IS ALREADY
WORKING ON TO MAKE COST-EFFECTIVE IMPROVEMENTS. I
WAS A SPEAKER AT A WELCOME LUNCHEON ALONG THE SCOTTSDALE
VICE MAYOR CLAPPED IN THE LONGTIME FRIEND VICE MAYOR TYPE I LANGOW AND CHEERED THE STATE
BOARD OF TRANSPORTATION MEETING AND COTTONWOOD LAST WEEK. WE
STARTED MEETING SEE HER WITH MUNICIPALITIES THAT HOPE TO MAKE
PLANS FOR THE EXTENSION OF THE ASPORTATION FUNDING PROPOSITION
400 IN MARICOPA COUNTY. THIS IS A
REALLY IMPORTANT PLAN FOR THE FASTEST GROWING COUNTY IN THE
U.S., AND ESPECIALLY WITH OUR RAPIDLY CHANGING TRANSPORTATION WORLD. IT HAS
BEEN A BUSY MONTH. >>GREAT AND THANK YOU FOR THAT

DEPARTMENT OF PROGRAMS PROVIDING NOT ONLY BY THE COUNTY BUT THE
CITY AND BRUCE WITH HIS ENTIRE STAFF THAT HELPED TO MAKE IT
POSSIBLE. WE HAD, BESIDES PHOENIX IN MARICOPA COUNTY, WE
HAD THE MEXICO CONFERENCE OFFICE, UNITED WAY, AND WILL TO WE HAVE.
ALL THE SCHOOL DISTRICT, PHOENIX UNION AND VARIOUS ELEMENTARY
SCHOOL DISTRICTS. WE ALSO HAD THE CENSUS NUMBERS THERE, THE
CENSUS FOLKS. WE HAD LEGAL SERVICES THERE. THE WHOLE
THOUGHT WAS THAT WE HAD SO MANY PROGRAMS AND DEPARTMENTS OUT
THERE THAT PROVIDE SERVICES TO OUR COMMUNITY, OUR NONPROFIT
ORGANIZATIONS, AND HOW DO WE CONNECT THESE FAMILIES TO THESE
PROGRAMS. WE HAVE WATER DAYS AT THE PARK AND WE BARBECUE AND WE
HAVE FUN. WE DOUBLED PROBABLY THE NUMBER WE HAD LAST YEAR.
THESE ARE THE TYPES OF EVENTS THAT CONTINUE TO GROW AND I
WOULD ANTICIPATE NEXT YEAR WE WOULD BE EVEN LARGER. THANK YOU

COUNTY AIR QUALITY AND ALL THE GREAT WORK THAT HAS BEEN DONE.
WE REALLY HAD A GREAT RESPONSE WITH A LOT OF WONDERFUL COMMENTS WITH PEOPLE
FROM THE INDUSTRY ON THE ENVIRONMENTAL SIDE COMPLEMENTING
OUR AIR QUALITY DEPARTMENT. THEY
HAVE BEEN GREAT PARTNERS AND AGAIN THE APPROACH STARTED BY
SUPERVISOR CHUCRI, SUPERVISOR BARNEY AND FOLLOWED UP BY
SUPERVISOR HICKMAN AND OTHERS WAS WORKING WITH THE INDUSTRY.
IT IS REJECTING THE CONCEPT THAT THERE IS A ZERO SUM GAME BETWEEN ECONOMIC
DEVELOPMENT AND CLEAN AIR AND MARICOPA COUNTY HAS PROVED YOU
CAN DO BOTH. I’M PROUD TO HAVE THE OPPORTUNITY TO REPRESENT
MARICOPA COUNTY AT THIS EVENT AND PLEASE TO SEE THE DAY BEFORE
WHEN UP THERE THAT IS WHEN THE RAINSTORM PARKED ON TOP OF THE
MUSEUM FIRE AND AN EVEN WORSE DISASTER WAS AVERTED. A LOT OF PEOPLE’S
PRAYERS WERE ANSWERED AND A LOT OF GREAT WORK OBVIOUSLY DONE BY
THE FIREFIGHTERS UP THERE. WITH THAT THIS MEETING IS ADJOURNED.
