WHEREAS, DURHAM IS COMMITTED TO ENSURING THE SAFETY AND SECURITY OF ALL THOSE LIVING IN AND VISITING THE CITY; AND WHEREAS, HOME FIRES CONTINUE TO BE A SERIOUS PUBLIC SAFETY CONCERN BOTH LOCALLY AND NATIONALLY, AND HOMES ARE WHERE PEOPLE ARE AT THE GREATEST RISK FROM FIRE; AND WHEREAS, HOME FIRES KILLED 3,400 PEOPLE AND INJURED 14,670 PEOPLE IN THE UNITED STATES IN 2017, ACCORDING TO THE NATIONAL FIRE PROTECTION ASSOCIATION ; AND WHEREAS, THE RISK OF DYING IN A HOME FIRE IS CUT IN HALF IN HOMES WITH WORKING SMOKE ALARMS; AND WHEREAS, MORE THAN ONE-THIRD OF HOME FIRE DEATHS RESULT FROM FIRES IN WHICH NO SMOKE ALARMS ARE PRESENT; AND WHEREAS, MORE THAN HALF OF HOME FIRE DEATHS RESULT FROM FIRES REPORTED AT NIGHT BETWEEN 11:00 PM AND 7:00 AM WHEN MOST PEOPLE ARE ASLEEP; AND WHEREAS, RESIDENTS SHOULD INSTALL SMOKE ALARMS IN EVERY SLEEPING ROOM, OUTSIDE EACH SEPARATE SLEEPING AREA, AND ON EVERY LEVEL OF THE HOME; AND NOW, THEREFORE, LET IT BE I UH DO HEREBY PROCLAIM APRIL 15TH, 2019, AS SOUND THE ALARM DAY IN DURHAM AND HEREBY URGE ALL CITIZENS TO BE PREPARED AND TO SUPPORT THE EFFORTS OF PROTECTING THEIR HOMES AND FAMILIES. OUR CURRENT SYSTEM FORCES PEOPLE THEY CHANGE THEIR DOCTOR IF – THEY’RE LU DI KI ENOUGH TO HAVE INSURANCE. IT FORCES DOCTORS TO BECOME BUREAUCRATS. JUST IN THE FOUR YEARS I’VE BEEN PRACTICING IN DURHAM I DON’T KNOW HOW MANY PEOPLE HAVE TOLD ME THAT THEY’VE ONLY REFILL THEIR MEDICATION JUST ONCE IN THE LAST THREE MONTHS BECAUSE THEY DIDN’T HAVE ENOUGH MONEY TO PAY CO-PAY EVERY MONTH, AND I DON’T KNOW HOW MANY PEOPLE WHO I ADMITTED OVERNIGHT FOR HYPER TENSIVE CRISIS OR HEART ATTACK OR SUICIDE WHO’S ADMISSION COULD HAVE BEEN PREVENTED BY ROUTINE HEALTH CARE AND MEDICATIONS THEY COULD HAVE GOTTEN AS OUTPATIENT.
