Seattle City Council 7/8/19

>>>>>>GOOD AFTERNOON, EVERYBODY. THANK YOU FOR BEING HERE FOR OUR JULY 18th, JULY 8 MEETING. WE HAVE COME TO ORDER. IT IS 2:00. I AM THE PRESIDENT OF THE COUNCIL. MADE THE CLERK LEASE CALL THE ROLE? >>COUNCILMEMBER HERBOLD? COUNCILMEMBER O’BRIEN? COUNCILMEMBER SAWANT? COUNCILMEMBER BAGSHAW? COUNCILMEMBER HARRELL? >> IF THERE ARE NO INTERJECTIONS, THE CALENDAR WILL BE ADOPTED. ANY OBJECTIONS? THE INTRODUCTION AND REFERRAL CALENDAR WILL BE ADOPTED. SIMILARLY, IF THERE ARE NO OBJECTIONS, TODAY’S AGENDA WILL BE ADOPTED. THE AGENDA IS ADOPTED. NOTE MINUTES FOR APPROVAL TODAY. I DO NOT BELIEVE THERE ARE ANY PRESENTATIONS THIS AFTERNOON. SO AT THIS TIME, WE WILL MOVE INTO PUBLIC COMMENT. THANK YOU FOR BEING HERE FOR THAT COMMENT. WE WILL TAKE PUBLIC COMMENT ON ITEMS THAT APPEAR ON OUR AGENDA. THE INTRODUCTION OR REFERRAL CALENDAR. OR THE 2019 WORK GRAHAM. WE WILL EXTEND IT FOR 20 MINUTES. I WILL CALL THE ORDER WITH WHICH I SEE THE SIGNATURES. WE WILL HAVE TWO MINUTES FOR EACH SPEAKER. MR. SCHWARTZ WILL BE THE FIRST SPEAKER. AND THEN IT SAYS BAILEY? BAILEY WILL BE THE SECOND SPEAKER. >>THAT AFTERNOON. GOOD AFTERNOON. >>BACK IN MARCH, — >>I’M SORRY, MR. SCHWARTZ. I DON’T THINK YOUR MICROPHONE IS ON. WE CAN’T HEAR YOU. CAN WE START THE TIME OVER PLEASE? THANK YOU. >>BACK IN MARCH, I FOUND MYSELF INVOLVED IN AN INCIDENT THAT GENERATED CONSIDERABLE PUBLIC COMMENT ON THE CITY’S LACK OF RESPONSIVENESS TO CITIZENS CONCERNS. FOR THE PAST YEARS, THE COMMUNITY HAS BEEN REST RATED WITH THE RELUCTANCE TO RESPOND TO THE PEDESTRIAN SAFETY CONCERNS RELATED TO THE WEST LAKE CYCLE TRACK. GIVEN THE PUBLIC DISCUSSION, WE THOUGHT IT MIGHT BE A GOOD TIME TO TRY AGAIN. ON APRIL 11, WE EMAILED THE DISTRICT REPRESENTATIVE, SALLY BAGSHAW. ON MARCH 24, WE EMAILED TRANSPORTATION COMMITTEE CHAIRPERSON O’BRIEN. ON MARCH 25, APRIL 16, AND JUNE 24 WE EMAILED COUNCIL PRESIDENT HAROLD. WE HAVE NOT RECEIVED A RESPONSE TO ANY OF THESE CONTACTS. IN EARLY APRIL, WE SPOKE TO COUNCILMEMBER JUAREZ. SHE SAID SHE WOULD HAVE HER STAFF CONTACT US. WE NEVER HEARD BACK FROM THEM. IN APRIL, COUNCILMEMBER HERBOLD SUGGESTED WE CONTACT THE PEDESTRIAN ADVISORY BOARD, WE DID SO. WE ASKED IF WE COULD HAVE SOME TIME TO DISCUSS CONCERNS AND HE SAID NO. WE ASKED HIM FOR AN EXPLANATION. HE NEVER RESPONDED. ON JUNE 24, WE CONTACTED STEPHANIE AT THE MAYOR’S OFFICE. SHE SAID SHE WOULD HAVE THE MAYORS TRANSPORTATION ADVISOR GET BACK TO US IN THE NEXT FEW DAYS. WE HAVE NOT HEARD FROM HER YET. ON JUNE 19, WE RAISED THE ISSUE WITH THE TRANSPORTATION COMMITTEE MEETING, WHICH THE PLAN WAS BEING DISCUSSED. WE DO RECEIVED NO RESPONSE. ALL WE HAVE ASKED THE CITY IS THAT THEY RESPONSIBLY MANAGE THE FACILITY AT THE HEART OF OUR COMMUNITY. THAT IS AN EMINENTLY REASONABLE REQUEST. WE RAISE CONCERNS AND WE HAVE BEEN POLITE AND GONE THROUGH A CHANNEL. DESPITE THIS, AS I HAVE RECOUNTED TODAY, WE HAVE BEEN IGNORED CONSISTENTLY. WE NEED TO KNOW WHY. >>I AM HERE TRYING TO, AS YOU CAN SEE WE HAVE TRIED CONTACTING PEOPLE AND GOTTEN NO RESPONSE. I AM HERE HOPING TO GET SOME RESPONSE. >>I DON’T KNOW THE SUBSTANCE. THANK YOU, MR. SCHWARTZ, FOR YOUR COMMENTS. I DON’T KNOW WHAT RESPONSE YOU ARE CALLING FOR SPECIFICALLY IN YOUR EMAILS. ARE YOU SENDING THE THING EMAILS TO ALL OF THESE PARTIES? >>NO. >>THEY ARE ALL DIFFERENT EMAILS. >>I AM ASKING THEM TO ENGAGE WITH US ON THE PROBLEM OF PEDESTRIAN SAFETY. >>ARE YOU REFERRING TO YOU AND OTHERS? >>MYSELF AND PREVIOUSLY I LEFT IT PETITION FOR 350 PEOPLE THROUGHOUT THE COMMUNITY THAT EXPRESSED CONCERNS. I LEFT A COPY FOR YOU. >>GENERALLY, IT IS AN ENTIRE COMMUNITY. >>IN A NUTSHELL, IT IS A TRANSPORTATION ISSUE IS WHAT I AM SURMISING? >>TO ME IT SEEMS LIKE MAINLY AN ENFORCEMENT ISSUE BECAUSE — >>WOULD YOU SAY IT IS MORE OF A TRANSPORTATION ISSUE TO SOME EXTENT? >>THAT IS WHY I SPOKE TO THE TRANSPORTATION COMMITTEE. >>SO WE THINK WE CAN GET ESTHER SCHWARTZ A RESPONSE TO A TRANSPORTATION ISSUE? >>WE ARE AWARE OF THE CONCERNS. I FORWARDED THEM TO THEM. THERE ARE TRANSPORTATION CONCERNS THROUGHOUT THE CITY. THIS IS NOT ELEVATED TO A PRIORITY. THIS IS A PROCESS THAT WE HAVE SPENT YEARS WORKING ON. MR. SCHWARTZ DISAGREES ON THE POLICY WE HAVE TAKEN. >>THERE IS NO POLICY, THAT IS THE PROBLEM. >>I HAVE HEARD YOUR OPINIONS MULTIPLE TIMES. >>WHERE DO WE HAVE THE BACK- AND-FORTH? >>I WILL TRY TO ASK MY STAFF TO DO A SEARCH OF YOUR EMAILS TO SEE WHAT KIND OF RESPONSE WE CAN PULL TOGETHER. I APPRECIATE YOUR COMMENTS. >>YOU, SIR. >>IS IT BAILEY? >>IF THERE IS ANOTHER SIGN UP SHEET, WITH THE CLERK BE SO KIND TO HAND ME ANOTHER SHEET THE SPEAKERS IF THERE IS ONE? THIS WILL BE OUR LAST SPEAKER OTHERWISE. >>WE ARE GOOD? >>THERE IS NO ONE ELSE SIGNED UP. GOOD TO GO? >>YES. >>GOOD AFTERNOON, COUNCILMEMBERS. THANK YOU FOR BEING HERE. MY NAME IS BAILEY AND I’M HERE TODAY ON BEHALF OF INVITE SEATTLE. AS A COLLEGE STUDENT LIVING IN SEATTLE, I AM DISAPPOINTED WITH THE WAY THE HOMELESS CRISIS IS BEING TREATED, ESPECIALLY WITHIN THE LOW BARRIER CHECK ENCAMPMENTS IN SOUTH LAKE UNION. I CARE DEEPLY ABOUT THE HOMELESS INDIVIDUALS HERE IN OUR CITY AND I’M TIRED OF SEEING THIS TREATMENT BEING FALSELY INTERESTED, REPRESENTED BY ONLY CITY OFFICIALS TO GET THEM REELECTED VERSUS THE CARE AND NEEDS. IT IS DISCOURAGING TO SAY THE LEAST. YET THE WAY HOMELESS PEOPLE ARE BEING GIVEN AID IS MORE UPSETTING. THE CITIES SOLUTION TO PUT THESE PEOPLE INTO SMALL GARDEN SHED LIKE ENCAMPMENTS, SURROUNDED BY LIKE-MINDED DRUG ADDICTS AND LEFT THE FOR USE OF THEIR SUBSTANCE, THERE IS NO REHABILITATION, NO MEDICAL AID, NO MENTAL HEALTH COUNSELING OR JOB-TRAINING. ONLY DRUGS AND’S DESPAIR. SEATTLE NEEDS TO ADDRESS THE ELEPHANT IN THE ROOM. THE OVERWHELMING UPTAKE IN DRUG ADDICTION, LEADING THEM AWAY FROM JOBS AND COMMUNITY. PLACING SICK PEOPLE INTO SHACKS AND ENCOURAGING THEM TO LIVE A SLAVE TO THEIR ADDICTION WITH NO HELP FOR THEIR FUTURE, HOPE IS NOT HELPING THEM IN ANY WAY. UNIFIED SEATTLE WANTS TO SEE REAL CHANGE. TO CREATE A STRONG PLAN TO HELP THESE HOMELESS INDIVIDUALS IN OUR CITY. UNIFIED SEATTLE WANTS TO HELP THE HOMELESS BECOME ACTIVE MEMBERS OF OUR SOCIETY BUT NOT JUST PEOPLE HIDDEN IN SHACKS FAR FROM THE PUBLIC EYE. WE NEED REAL SOLUTIONS, NOT SHACKS AND I WOULD LOVE TO SEE YOUR PARTICIPATION IN THE EFFORT. INC. YOU. >>THANK YOU FOR YOUR COMMENTS. >>OKAY, AT THIS POINT, I WILL CLOSE THE, THAT THERE ARE NO OTHER SPEAKERS. DID YOU WANT TO SPEAK? I DIDN’T SEE YOUR NAME ON THE SIGN-UP SHEET. GIVE US A SECOND, WE WILL START OVER. AHEAD AND HAVE HER SIGN THE SHEET, >>I WAS LISTENING TO THE AIRWAVES YESTERDAY. THEY SAID THAT THERE WAS A HOMELESS ENCAMPMENT THAT WAS SELF GOVERNED AND WAS DOING PRETTY WELL. I THINK IT WAS UP BY BEACON HILL OR ONE OF THE LIGHT RAILS. ANYWAY, LAST WEEK I THINK IT WAS YOU, TONIGHT HIS. TO HELP THE PEOPLE IN HOMELESS ENCHANTMENTS. IT WAS DOING REALLY WELL ON SELF-GOVERNING. THERE WAS NO COMPLAINTS OF DRUGS OR ANYTHING THAT I KNOW OF. IT WAS MYTHOLOGIZED TO MAKE A POLITICAL ISSUE OF HELPING HOMELESS PEOPLE AND SEPARATING PEOPLE TO MAKE THEM RIGHT WITH EACH OTHER ABOUT HOW TO TREAT HOMELESS PEOPLE. SO $100,000 WAS SPENT FOR SURVEILLANCE ON THESE CAMPS THAT WERE ALREADY RUNNING THEMSELVES JUST FIND. THESE PEOPLE DON’T HAVE ANYWHERE TO GO. THERE WAITING TO GET SOMEWHERE SAFE. BUT THEY ARE DOING A GOOD JOB ON THEIR OWN. I HAVEN’T HAD A CHANCE TO GO VISIT THEM, BUT THESE NEW GROUPS ARE POPPING UP AROUND SEATTLE TO CHANNEL ANGER TOWARDS HOMELESS PEOPLE. IT IS REALLY SAD. BECAUSE THERE IS JUST NOT ENOUGH AFFORDABLE HOUSING. I JUST HOPE THAT AS A COMMITTEE, WE CAN HELP THEM SELF GOVERNED THEMSELVES AGO I ALSO HEARD ON EAT THE AIRWAVES THAT POLLUTION WAS FROM PEOPLE REMODELING THEIR HOUSES. THEY WOULD DUMP THE GARBAGE BY THE HOMELESS ENCAMPMENTS AND THEN BLAME THE HOMELESS PEOPLE FOR IT. TO GET ANGER. THAT WAY THEY DIDN’T HAVE TO PAY THE FEE WHEN THEY TOOK IT TO THE DUMP. I THINK IT IS REALLY SAD TO POLITICIZE PEOPLE WHO ARE PHYSICALLY, EMOTIONALLY, SPIRITUALLY SUFFERING. YOU KNOW, USE THAT AS A LITTLE TOOL FOR PEOPLE WITH ENOUGH MONEY FOR HOUSING. I MEAN, PEOPLE WHO MAYBE DON’T HAVE ENOUGH MONEY FOR A HOUSE THAT BIG. THEIR ANGER HAS TO GO TOWARDS SOMEBODY. THEY ARE ENCOURAGED, EVERYBODY WHO IS NORMAL, OWNS A HOUSE. ANYWAY, I AM JUST GLAD TO BE HERE. THANKS. >>THANK YOU VERY MUCH FOR YOUR COMMENTS. I WILL CLOSE PUBLIC COMMENT NOW AND MOVE TOWARDS THE PAYMENT OF THE BILLS SECTION. >>I WILL MOVE TO PASS COUNSEL BILL 119565. ANY COMMENTS? PLEASE CALL THE ROLL ON THE PASSAGE OF THE BILL. >>COUNCILMEMBER GONZALEZ? COUNCILMEMBER JUAREZ? COUNCILMEMBER O’BRIEN? COUNCILMEMBER SAWANT? COUNCILMEMBER BAGSHAW? TONIGHT? EIGHT IN FAVOR, NONE OPPOSED. >>THE BILL PASSES. >>PLEASE READ THE REPORT OF THE SUSTAINABILITY AND TRANSPORTATION COMMITTEE. >>CB 119560. ACCEPTING THE GIFT OF FUNDS FOR DESIGN AND PURCHASE OF PLANTINGS FOR BUSINESSES NODES ALONG DELRIDGE WAY AS PART OF THE DELRIDGE WAY. WE RECOMMEND THE BILL PASSED. >>COLLEGE, THIS IS A MODEST GIFT WE WOULD ACCEPT FROM THE DELRIDGE WAY DEVELOPMENT ASSOCIATION. IT IS A LITTLE OVER $6000. IT IS ESSENTIALLY DONATIONS THAT HAVE BEEN GATHERED TO UPGRADE THE PLANTING ALONG THE CORRIDOR OR. COMMUNITY OR THE TYPICAL TYPES OF PLANTINGS THE CITY WOULD DO, THE COMMITTEE DECIDED THEY WOULD LIKE TO SEE SOMETHING A LITTLE BETTER. THEY RAISED MONEY TO DO THAT. WE ARE ACCEPTING THIS MONEY TO CONTINUE WITH THAT. >>VERY GOOD. COUNCILMEMBER HERBOLD? >>THANK YOU FOR LOOKING MY WAY. I WANT TO GIVE A BIG THANKS TO THE NDA AND THEIR WORK IS SPECIFICALLY FOCUSED ON IMPROVING AND ENHANCING THE BUSINESS DISTRICTS IN THE NORTH DELRIDGE NEIGHBOR HAS. WORKING CLOSELY WITH THE OFFICE OF ECONOMIC DEVELOPMENT TO DO SO. THIS IS A HIGH PRIORITY ACTION IN THE NORTH DELRIDGE WAY ACTION PLAN. THIS COUNSEL RECOGNIZED A COUPLE WEEKS AGO NOW. AND THE FOR SPECIFIC NEIGHBORHOOD AREAS IDENTIFIED IN THE NORTH DELRIDGE ACTION PLAN ARE ANDOVER JUNCTION, DELRIDGE COMMITTEE CAMPUS, THE BRANDON INJUNCTION AND THE SELF INDUCTION. I AM PLEASED THAT NOT ONLY IS THE NDA DOING THIS, BUT AS.IS DOING SOME WORK KEEPING THE NEIGHBORHOOD PLAN IN MIND. >>EXCELLENT. >>ANY OTHER COMMENTS BEFORE WE ACCEPT THIS GIFT? >>RIGHT. GOOD TO GO. PLEASE CALL THE ROLL ON THE PASSAGE OF THE BILL? >>COUNCILMEMBER GONZALEZ? COUNCILMEMBER HERBOLD? COUNCILMEMBER O’BRIEN? COUNCILMEMBER PACHECO? COUNCILMEMBER SAWANT? COUNCILMEMBER BAGSHAW? COUNCILMEMBER HARRELL? EIGHT IN FAVOR, NONE OPPOSED. >>THE BILL SHALL PASS. >>PLEASE READ THE NEXT AGENDA ITEM. >>125724, RELATING TO GRANT FUNDS FROM NON-CITY SOURCES, AUTHORIZING THE DIRECTOR OF SEATTLE DEPARTMENT OF TRANSPORTATION TO ACCEPT A SPECIFIED GRANT. THE COMMITTEE RECOMMENDS THE BILL PASSED. >>COUNCILMEMBER O’BRIEN? >>I MENTIONED THIS IN BRIEFING JUST A BIT. IT A LITTLE LITTLE OVER $600,000 AND WORKS ON THE PARK BRIDGE. THIS IS A BRIDGE THAT WE ARE GETTING SOME SEISMIC UPGRADES AS I MENTIONED EARLIER. THIS WAS ON THE CONTINGENCY LIST OF PROJECTS THE CITY HAD SUBMITTED TO THE COUNCIL FOR THE GRANT APPROVAL PROCESS. BECAUSE A COUPLE OF THE PROJECTS I HAVE THAT WERE NOT ABLE OR LIKELY TO BE ABLE TO COMPLETE THE PROJECT BY THE END OF THE YEAR FOR THE FUNDING REQUIREMENT. THE CITY THANKFULLY WAS ABLE TO ACCELERATE THIS PROJECT TO USE SOME OF THOSE GRANT FUNDS SO WE WOULDN’T HAVE TO FORFEIT THE FUNDS TO THE FEDERAL GOVERNMENT. THIS ALLOWS THE OTHER PROJECTS WE WERE BEHIND ELSEWHERE IN THE REGION TO SLIDE IN FOR THE NEXT GRANT PROCESS. >>THANK YOU, COUNCILMEMBER O’BRIEN. ANY QUESTIONS OR COMMENTS ON THE BILL? IF NOT, PLEASE CALL THE ROLL ON THE PASSAGE OF THE BILL. >>COUNCILMEMBER GONZALEZ? COUNCILMEMBER HERBOLD? COUNCILMEMBER JUAREZ? COUNCILMEMBER O’BRIEN? COUNCILMEMBER PACHECO? COUNCILMEMBER SAWANT? COUNCILMEMBER BAGSHAW? COUNCILMEMBER HARRELL? >>THE BILL SHALL PASS. >> AGENDA ITEM 3, 15. THE APPOINTMENT OF TANIKA THOMPSON BIRD. TO THE ADVISORY BOARD FOR A TERM OF AUGUST 31, 2023. >>COUNCILMEMBER O’BRIEN? >> TANIKA THOMPSON BIRD IS A GREAT COMMUNITY MEMBER AND I HAVE HAD A CHANCE TO WORK WITH HER FOR A NUMBER OF YEARS. SHE WORKED WITH GREEN ON THE 40 HIGHER. SHE HAS BEEN INCHING WORSE RECENTLY A LOT BECAUSE SHE HAS BEEN VERY ACTIVE ON THE SWEETENED BEVERAGE TAX COMMUNITY ADVISORY BOARD WORK. SHE HAS PLAYED A PIVOTAL ROLE IN THAT. THIS WOULD GIVE HER A FORMAL ROLE ON THE TAB. HER HISTORY IS WORKING WITH, AS AN ORGANIZER. SHE HAS BEEN A GREAT COMMUNITY LEADER. SHE WILL BE AN EXCELLENT COMMITTEE LEADER. >>ANY OTHER QUESTIONS OR COMMENTS? >>OKAY. THOSE IN FAVOR OF CONFIRMING THE APPOINTED PLEASE VOTE AYE? >>THE MOTION CARRIES. THE APPOINTMENT IS CONFIRMED. >>SWEETENED BEVERAGE TAX COMMUNITY ADVISORY BOARD. THE APPOINTED OF STEVEN FRY FOR THE URBAN FORESTRY COMMISSION FOR A TERM OF MARCH 31, 2022. >>COUNCILMEMBER O’BRIEN? >>HE IS A PROGRAM DIRECTOR FOR THE SEATTLE 2030 DISTRICT. HE WORKS WITH DEVELOPERS AND FACILITY MANAGERS TO OVERSEE PROGRAMS BASED ON REDUCING ENERGY USE. HAD A GREAT CONVERSATION AT COMMITTEE ABOUT HIS INTEREST IN AN UPDATE TO SEATTLE’S TREE ORDINANCE. HE SEEMED TO BE FAIRLY WELL- VERSED WITH WHAT DIRECTION THAT IS GOING. HE IS EXCITED TO JOIN THE COMMITTEE AND HOPEFULLY WORK WITH THIS COUNSEL IN THE COMING MONTHS TO GET AN UPDATE TO THAT. >>VERY GOOD. ANY COMMENTS OR QUESTIONS? >>THOSE IN FAVOR OF CONFIRMING THE APPOINTED PLEASE VOTE AYE. THOSE OPPOSED VOTE NO. THE MOTION CARRIES AND THE APPOINTMENT IS CONFIRMED. THAT CONCLUDES OUR AGENDA FOR THE DAY. ARE THERE ANY FURTHER BUSINESS TO COME BEFORE THE COUNCIL? OKAY, IF NOT, WE STAND ADJOURNED. EVERYONE HAVE A GREAT REST OF THE DAY. >>THANK YOU.
